Bank Bailout Bullyfest

Is this bank bailout program really going to encourage the banks to negotiate with the homeowners in default or facing foreclosure, or is it encouraging rude behavior from the bank employees? I have heard several reports that the bank (One in particular) is sending the homeowner a letter stating they are willing to discuss the situation and have options to offer the homeowner. In all four cases the bank was rude and had no idea what the homeowner was talking about even though the homeowners had reference numbers. I wonder if the banks are misusing the funds already?
